We can't afford my daughter's Halloween costume that I swore to get her...

A month ago I promised to get my daughter a Belle from Beauty and the Beast costume from the Disney store. It was before we knew the Army would not be paying my husband for October and November because of a finance error. Now I can not afford to give it to her and I feel like the worst mother ever. I have not been able to tell her that she can't get a costume this year, especially since we had already bought her little sister's costume. I don't want her to think we are playing favorites or anything and she is only five. She doesn't really understand, "Mommy can't afford it". :(

Thank you. It's been a really terrible couple of months for us. We've done the best we can to not let it affect the kids... but now it's starting to. I just pray things are better by Christmas.
