Severe painful gynecomastia insurance said no surgery since it's not cancer doesn't care about pain

I am a very generous 26 year old male with severely gynecomastia, since the age of 6. I have been told by three doctors, especially a breast surgeon that I fully need surgery. I am in severe pain 24-7 of my back, neck, shoulders, and chest. I even have a hard time sleeping because of the pain and skin stretching. This is a disease I was born with and since I live with a father who has had severe brain surgery he cannot help, because he is on disability, I have to help him.
